"This report is a preliminary description of the English dialect spoken by Inupiaq Eskimos in Northwest Alaska and some of the factors that influence its usage today. This issue is a very complex one that has ramifications for most residents of the Northwest region, and one that is best illustrated by discussing the dialect per se only after an introduction to attitudes and perceptions about this dialect; the reasons for this will clear later in the report."

Theme(s): ANCSA

Category: General ANCSA
Length: 288 pages
"After two years of hearings and public testimony held in over 60 Alaskan villages, Berger identified three key areas of Native dissatisfaction with ANCSA. As a result of his findings, Berger recommends: 1. Retribalization of Native corporation lands at the village level to assure land retains Native ownership; 2. Tribal governments should be recognized as the appropriate local governments for all purposes under State law; and 3. Tribal jurisdiction over fish and wildlife resources on public lands used by Natives, and shared jurisdiction with State and Federal authorities over those Native used public lands. This book describes Native criticisms of ANCSA...and was instrumental in bringing the difficulties Alaska Natives had with ANCSA to the nation's attention. Berger's findings are discussed in the video entitled Berger's Report to the United Tribes of Alaska."1
"Covers ANCSA Legislation, Corporation Organization, Regional Corporations, Village Corporations, Land Selections, Indian Reorganization Act, ANCSA Implementation, Subsistence, Federal Indian Relationship, Indian Law, Bureau of Indian Affairs, Sovereignty, Local Government, 1985 Study, 1991 Issues, Corporate Control, Stock Alienation, Land Protection, New Natives, Elders, and Native Cultures."2

Dear Teachers and Parents:

How to use the Village Water Resource Fun "N" Facts calendar

1. Remember above all to have fun. Science is all around you and most people are better scientists than they think.

2. Set aside some time everyday when teacher or parent and the child can be together to do the activities from the calendar.

3. Gather the needed materials ahead of time. The activities require only inexpensive materials usually found in the home or school.

4. Make the activities a learning process for both you and the child; however, allow the child to develop ideas at his or her own pace. Encourage creative thinking.

5. Engage in active conversation with the child, rather than talking at him or her. Listen closely to the child's ideas and take them seriously. Two goals of the activities is to help the child take responsibility for his or her own thinking and learn more about the water resources.

6. Be patient and nonjudgemental. Praise strengths in thinking and gently point out flaws in logic.

7. If you need more information about certain topics on water resource that interest the child, go to the local school library.

Excerpt:

Trainer's Guide
THIS MODULE IS DESIGNED for maximum flexibility in delivery. The module is addressed to the trainee-"you." It can therefore be self-administered by a trainee who is in contact with a trainer or instructor by correspondence or teleconference. It can be used as the basis for either small group or large group face-to-face delivery. Each passage and each part of each passage begins and ends on its own page. Writing space for trainee response is included in the curriculum format. There are no additional handouts, work sheets, or exams. Any passage or part can be removed, copied, and used as a work sheet or as the seed of large group, small group, or dyad discussion. Any passage or part can be copied and sent to remote locations as homework, an assignment, an exercise, or an exam.

Because of the diversity in delivery modes and in local agencies, no attempt has been made to require learning activities that involve group interactions. But since no one learns interpersonal competencies without interpersonal interactions, it is highly desirable for the local training supervisor (perhaps in collaboration with a college or university colleague) to design role-plays, simulations, instructional dramas, panel discussions, and other kinds of interaction exercises. Your experience in training and your sense of local needs and conditions should allow you to recognize the areas in this module that are suitable for these kinds of exercises.

There is no effectiveness without flexibility. Flexibility requires that trainers have choices about the scope and sequence of content. There is nothing to stop a trainer from perusing the content and deciding to reorder the passages.

The present order is planned to be the most effective for the purposes of the first, introductory module. But we learn as we go; it may turn out that someone else's order is more effective.

There is no substitute for a trainer becoming intimately familiar with the curriculum. As you become familiar with this module, certain things will appear.
