"The purpose of this chapter is to suggest four development alternatives for the study region and show how we arrived at them. Each development alternative will include a specification of the pattern of land use in the region, a discussion of mechanisms for land use management, and an analysis of the consequences of the development envisioned. Consequences include both the use of scarce commodities to support development--capital, labor, other resources besides land, and services such as transportation--and the impact of the outputs of the development effort. We define outputs broadly to include marketed products, subsistence products and coincidental effects such as pollution, cultural change, population growth, or induced growth in services."
