Canadian Judge Thomas R. Berger was selected by the Inuit Circulmpolar Conference to head the Alaska Native Review Commission to assess from the Alaska Native people themeelves their expectations and experiences regarding the Alaska Native Claims Settlement Act. Judge Berger travelled to sixty-two villages and towns listening to testimonies. This is his report.
