These reports were commissioned by AFN in response to the special 1991 resolutions passed at the 1983 AFN Convention. Attorneys with extensive experience in ANCSA and 1991 issues were hired to study the legal and practical implications of approaches to 1991 problems, as identified in the 1983 convention resolutions.

Don Mitchell, former vice president and staff counsel at AFN, addressed land protection and Elders' benefits. Ken Bass, consultant on ANCSA, itself, and AFN's lead attorney on 1991, studied the corporate structure and inclusion of New Natives. Jim Wickwire and Chuck Goldmark, whose firm also worked on the original settlement act, examined stock alienation and stock protection.

Preliminary drafts of the reports were distributed to participants at the 1991 retreat in Kotzebue, in July. They were used there to provide a legal foundation and background for development of the concepts being addressed at the 1984 Convention.
