This report, concluding a decade of work by the Alaska Land Use Council, is a call for action by a successor entity in the 1990s. The Council, established by Congress in 1980 to support land use planning and resource management in Alaska, was scheduled by law to terminate December 3, 1990, unless extended by Congressional reauthorization. Council members believe there is a continuing need for an organization to help coordinate the efforts of federal and state agencies, and private corporations, that make decisions about Alaska's lands and resources.

The following pages contain ideas for consideration by a reauthorized Alaska Land Use Council or other statewide planning and management body. The thoughts are derived from presentations at the Council's Alaska Forum 2000 Symposium, held in Anchorage on July 26, 1990. The five guest speakers, Lee Gorsuch, John Schaeffer, Ron Garzini, William Horn, and William Ransom Wood, have a long history of intimate and influential involvement in Alaskan public policy. Their ideas were sought to help establish a foundation for wise land use and resource planning in Alaska through the decade of the 1990s.
