" The Settlement Act created Regional and Village Corporations, which the author describes as ' locked into a strange and extraordinary relationship.' For example, the Regional Corporations hold title to subsurface land rights, while Village Corporations hold title to the surface rights. This article identifies some areas where problems could occur in Regional-Village Corporation relations, suggests resolutions, and makes recommendations. It also suggests some institutional approaches to avoiding problems. The article deals in Part I with financial management (mainly sections 7 and 8 of the Act), and in Part II with land transactions (section 14(c)(5)) and mineral development (section 14(f)). The article proposes impacts of the 1992 new stock issuance on the relations, and offers guidelines for planning for those impacts." 1
