"The author contends that the success of ANCSA is in serious jeopardy because it fails to clearly define the relationships it establishes, and therefore could represent a termination policy, or the cessation of the special relationship between the Alaska Natives and the federal government. The author believes that this special relationship provides the context for the government's responsibility to administer the Act. Part I of this article reviews the relationship of the government and Native Americans, especially prior to ANCSA. Part II evaluates ANCSA's effect on the this relationship, and Part III discusses the government's responsibility to implement the Act, presents an overview of the process, from passage to date, with a look toward the future. It offers some additional revisions to ANCSA, and concludes the government is taking steps to accepting its responsibility."1
