"The author sees ANCSA as a 'legalistic approach to the historic process of exploitation' of Federal-Indian relations. The paper critically examines the rationalization for the status of the Alaska Native community; argues that regional corporations face tremendous challenges while protecting their constituents' interests, and analyzes the discontinuities that exist between U.S. policy goals and the realities of the Native Corporations' profit-making function. The author sees limited prospects for success."1
