"These memoranda represent ones prepared by the Commission which relate to issues of current public policy on Alaska lands and resources. Many, but not all of the momoranda deal with ANCSA issues, such as the document on reservation of easements for various uses on lands conveyed to Native corporations, and discussions on various specific sections of the Act."1
