"This report discusses the urgent need to accelerate land title transfer under ANCSA. The report notes that only a small fraction of the entitlements had been transferred after six years, and without title to their land Natives are impeded in their social development and the self-sufficiency of the regional village corporations. The document discusses policies needed to resolve isssues, easement criteria, claims processing, and litigation and monitoring issues that need to be resolved."1
