"This is a report of the tentative professional, technical and clerical manpower needs facing the regional village corporations which were established under ANCSA, for the purpose of career development and associated educational programs. The report indicated, for example, that while demand would be highest for professionals such as program administrators, business managers, and comptrollers, only some 80 Natives had received bachelor degrees in the past four years."1
