"This article analyzes Indian policy and ANCSA to determine the substantive program and operative significance and to determine the way the statute portrays the Native community's goals and ideals. It examines two perceptions -- the idea of the Indian in American society and the exploitation of resources by non-Indians -- in different time periods, in terms of the conceptualization and implementation of federal policy. The article describes the impact of the legislation's creation of corporations, and illustrates distinctions between corporations and Indian tribes."1
