"After two years of hearings and public testimony held in over 60 Alaskan villages, Berger identified three key areas of Native dissatisfaction with ANCSA. As a result of his findings, Berger recommends: 1. Retribalization of Native corporation lands at the village level to assure land retains Native ownership; 2. Tribal governments should be recognized as the appropriate local governments for all purposes under State law; and 3. Tribal jurisdiction over fish and wildlife resources on public lands used by Natives, and shared jurisdiction with State and Federal authorities over those Native used public lands. This book describes Native criticisms of ANCSA...and was instrumental in bringing the difficulties Alaska Natives had with ANCSA to the nation's attention. Berger's findings are discussed in the video entitled Berger's Report to the United Tribes of Alaska."1
