"The Commission, near the end of its tenure, analyzed implementation of ANCSA. It commissioned a study to evaluate the Act's accomplishments and cumulative effects, to discover trends, and to recommend future policy. The study addressed the extent to which the Act satisfied the intent of Alaskan Natives and of Congress, the need for changes in the mechanisms prescribed by the Act, and remaining unresolved problems and issues."1
