One of a series of short booklets on ANCSA. Napoleon provides a broad overview of various rural issues including education, transportation, health, subsistence, political representation, sewer/water, village economy, leadership, and social problems. He provides a historical overview of "government decisions inconsiderate of Native needs and views" including the Alaska Purchase, the Organic Act of 1884, the creation of wildife refuges and national forests, and the creation of Naval Petroleum Reserve #4.
