A Summary and Analysis of Investigative Hearings
on Indian Child Welfare
April 1980

Excerpt from Introduction:

One year after the Indian Child Welfare Act of 1978 went into effect in its entirety, the American Indian Lawyer Training Program, Inc. convened hearings to examine the progress of efforts to achieve the Act's stated purposes: preventing the breakup of Indian families and deferring to tribes in matters concerning the custody of Indian children. These goals cannot be accomplished unless the Act is properly and fully implemented. Although the process is to date incomplete, major problems preventing those charged with implementing the Act from fulfilling their responsibilities have already surfaced.

The hearings, held on April 29-30, 1980 in Denver, Colorado, provided a forum for identifying problems, exchanging information and recommending strategies for the realization of the goals set by Congress in the Act. The hearings were convened to facilitate a critical, yet caring, dialogue among knowledgeable and respected individuals working in various aspects of Indian child welfare. AILTP sought to make the potential of this important piece of legislation a reality.
