Excerpt from Introduction:

In the past two years the Interim Commission has heard form more than 500 Alaskans on a multitude of topics. We have listened and learned. From our discussions we have developed a core set of principles to guide policies for children's programs. They include:

* investing in the future and emphasizing prevention;
* taking a long view on evaluation and allowing for a generation of investing;
* designing programs that are community based and culturally appropriate;
* empowering program participants to be self sufficient and developing community capacity rather than dependence;
* strengthening all types of families;
* depending on broad public participation and input;
* developing a partnership between government and business.
