Although the report covers many different issues, most of which are controversial, it does not review all historical and legal evidence involving the issues. It does, however, begin a dialogue which the federal government, the state, and Native villages could benefit from. I hope to use the document to work toward harmonious relations and cooperation among all our citizens.
