This Disadvantaged Business Enterprise Handbook has been prepared to familiarize the construction industry with the Department of Transportation and Public Facilities' (DOT&PF) Disadvantaged Business Enterprise Program. This handbook will inform women, minorities and other disadvantaged business owners and operators how to take advantage of the opportunities offered by this program, and it will give prime contractors and State of Alaska DOT&PF construction personnel information on the administration of the Disadvantaged Business Enterprise Program.

The State of Alaska's DBE Program is modeled on the Code of Federal Regulations (49 CFR, Part 23). Also, each individual construction contract advertised has specific DBE requirements that may be unique to that contract.

The DBE Program is modified from time to time to keep pace with new trends in the construction industry and changes in the Federal regulations. Thus, the reader should be cautioned to use this Handbook as a general guideline and to refer to the latest CFR's and to the contract specifications for the requirements for a specific project.

Nothing in this handbook shall be construed as modifying or supplementing any Sate of Alaska contract. Statements contained herein are intended only as general statements about the State's DBE Program. Examples given in the handbook are for the purpose of illustration only and should not be relied upon by persons in the construction industry. Differences in the facts between examples and actual situations may change the application of statutes and regulations governing the program.
