From Introduction:

This analysis of the university's involvement in rural education in Alaska is not meant to be an in-depth report. The university has commissioned numerous such reports over the last decade, many of which seem to have been done by out-of-state specialists. To duplicate those efforts now would contribute little toward actually improving the delivery of education in rural Alaska, which, after all, is the point. While the short time limit I was given to complete this report (initially three weeks, ultimately eight weeks) necessarily limits its scope, perhaps my Alaska experience -- in government, private industry and as a university regent -- will provide some insight into situation.
