This publication is an outgrowth of several activities initiated in 1991 designed to support the leadership of chief state school officers and state education agencies in changing the paradigm by which young people prepare for careers and adulthood. That effort began at the Council's 1991 Summer Institute in Okaoboji, Iowa, held July 28 through August 2. The Institute was designed to increase the knowledge base of state education leaders and to promote dialogue about the changes required of schools and places of employment to support improved school-to-employment transition.
