"Education has never only taken place in regular school and college classrooms. In the United States today, it is taking place in increasingly varied settings. In 1976, Congress passed the Mondale Lifelong Learning Act, which recognized that people of all ages are turning to informal as well as formal educational institutions for skills for new jobs and careers, cultural enrichment, and personal growth; and that opportunities for learning should be available throughout life - perhaps by means of educational vouchers redeemable at any time from birth to death."
